The following are information points concerning the upcoming Replacement Levy for the Sequim School District.

The amount requested is a fixed amount, we don't collect a penny more or a penny less.

School levies ask for a fixed amount.  The resolution approved by the District’s Board of Directors states the actual dollar amount per year that the District is asking for local voters to approve. Once the election is held and the amounts on the resolution are approved, the district can only collect the exact amount stated.

 

When property assessments increase, new businesses move into the area, or new construction occurs, the tax base increases.  As the tax base increases, the levy tax rate (or mil rate) decreases.  The District does not and will not receive any increase in revenue as a result of the tax base increasing or decreasing. 

 

The fixed amount approved is divided by the total assessed value of all properties within the district’s boundaries and the levy rate is determined.  As the tax base decreases, the levy rate increases (in general, lower total assessed value means more taxes due per property owner).  As the tax base increases, the levy rate decreases (in general, higher total assessed value means less taxes due per property owner).  Schools, unlike other entities requesting local support, only collect the exact amount originally approved by the voters.

Every local levy dollar stays in our community to benefit students.

Federal taxes collected for public education are distributed to states.  In the State of Washington, the Office of the Superintendent of Public Instruction redistributes Federal dollars to local districts. 

 

Sales taxes collected within the State of Washington for public education are redistributed by our legislators in Olympia to the Office of the Superintendent of Public Instruction, which redistributes those dollars to local districts. 

 

Complicated allocation formulas and federal and state mandates are in place in an effort to achieve an equitable distribution to public schools within the U.S. and individual states;  as a result, Federal and State tax dollars collected for public education do not necessarily stay within the local community. 

 

When local levy funding is approved by the voters in our community, the dollars collected from property owners within the District’s boundaries go directly to the county in which the property owner resides, either Jefferson or Clallam.  The entire amount collected, exactly what was approved by the voters, is redistributed to the District by the respective county.  Every local levy dollar approved by our local voters stays in our District to benefit students in the five schools within the District.

 

 

·         State and Federal dollars only provide for a bare-bones education; levy dollars provide the rest.

 

·         The current levy expires in 2010.  The proposed levy replaces the current levy; it does increase over the three year life of the levy.

 

·         Levy dollars support all student programs in the areas of class size, student health and safety services, academic materials and technology, training, extra-curricular activities, special programs, and bus transportation.  Without levy dollars, all students will be impacted.

 

·         The total dollar amount of the levy collected cannot change from what voters have approved; not a penny more, not a penny less. 

 

·         The 3 year levy amounts to about $50 more each year for a $250,000 home.

o       Current Levy 2009-10 :  $192.50

o       Proposed Levy 2010-11:  $245.00

o       Proposed Levy 2011-12:  $297.50

o       Proposed Levy 2012-13:  $350.00

 

·         Levy increase for a $250,000 home in monthly expense terms . . .

o       Year 1: $4.38 more per month

o       Year 2: $8.75 more per month

o       Year 3: $13.13 more per month

 

·         We’re a property rich district, yet we’re levy poor.

o       The total assessed value of all properties within the Sequim School District amounts to $4.2 billion – we rank 50th out of 295 in terms of total assessed value!

o       We rank 227th out of 280 in terms of levy dollars per student! ($1086 vs State average $1680)

 

·         Our local economy is linked to the quality of our local schools.  Medical professionals consider the quality of local schools when they choose where to live and work.
